Housing Equality for New Canadians: Measuring Discrimination in Toronto’s Rental Housing Market

CERA performed a study, funded by the City of Toronto’s Access, Equity and Human Rights program, which examined discrimination experienced by newcomers attempting to access housing in Toronto. We found that 85-92% of recent newcomers experience some kind of discrimination when they attempt to secure housing. Based on these disappointing findings, we plan to develop a City-wide awareness campaign directed at housing providers.
